of 19th. June. The allusion made by Your Honour to the reference to the Chamber of Commerce in your despatch of kharch 12th,, appeared to require some explanation, and I therefore thought it would be advisable to anticipate a question from the Secreta- -ry of State by forwarding the correspondence which had already been printed and published by the Chamber of Commerce, In doing so I regret that the request referred to by Your Honour in your letter of August 4th. had escaped my mertory. Had I recollected your request I should certainly have informed you that I pro- -posed to forward the correspondence in question for the reason

given. The letter to the "China Mail" was attached to the cor-

-respondence of which it formed an integral part. Your Honour

might justly complain were a part and not the whole of the

correspondence sent to the Secretary of State.

Your Honour is in error in assuring that my

despatch covering the correspondence in question "contained

much adverse comment" on yourself. It merely stated that the

correspondence was transmitted in explanation of the allusion

made in your letter, and that in my opinion the letter to the

"China all" contravened the Regulation referred to.

I note that Your Honour intends to submit a

further l'emorandum for transmission to the Secretary of State.

I feel compelled to invite your attention to the Colonial

Regulations 211 and 212. I read the former to mean that it is

the Governor's duty with or without the assistance of the

Executive Council to consider and act upon representations made

to him by any individual, and that it is entirely at his

discretion
